“Hemm bżonn nibdew diskussjoni dwar il-possibiltà li jidħol il-kunċett ta’ family leavewara t-twelid ta’ tarbija, li jista’ jintuża mill-ġenituri skont il-ħtiġijiet tal-familja.” Il-Membru Parlamentari Ewropew Miriam Dalli qalet dan meta kienet qed tindirizza attività fir-Rialto Bormla.

“F’dinja dejjem tinbidel, il-ħtiġijiet tal-familja qed jinbidlu wkoll u jeżistu ċirkostanzi fejn l-omm jew ikolha bżonn jew tkun trid tidħol taħdem qabel ma jgħaddi l-maternity leavekollhu. Min-naħa l-oħra, bis-sistema preżenti, il-missier għandu biss ftit ġranet ta’ leavewara t-twelid ta’ tarbija qabel ma jkollu jirritorna għax-xogħol”, żiedet tgħid Dr Dalli.

Miriam Dalli sostniet li jeżistu każijiet fejn leavetal-maternità ma ġiex utilizzat u ntilef, filwaqt li l-kunċett ta’ family leavejfisser li ż-żewġ ġenituri jistgħu jqassmu dan il-leaveskont il-bżonnijiet tal-familja tagħhom.

Wara kollox, ir-rwol tal-ġenituri huwa importanti bl-istess mod fit-trobbija tal-ulied u għalhekk il-ġenituri jridu jkunu f’pożiżjoni li jaqsmu l-leavetagħhom bejniethom bl-aħjar mod, qalet Miriam Dalli.

L-introduzzjoni tal-kuncett ta’ leavetal-familja li jinqasam bejn il-ġenituri huwa kunċett li diġa’ huwa addottat f’pajjiżi oħra fl-Unjoni Ewropea, bl-ewwel pajjiż li addotta din is-sistema jkun l-Isvezja. L-Awstrija, is-sena li għaddiet, ukoll daħħlet liġi biex issaħħaħ il-bilanċ bejn il-familja u x-xogħol, tant li ġenituri li jaqsmu l-leave tagħhom b’mod ugwali se jkunu premjati.

Miriam Dalli qalet li l-leavelill-ġenituri m’għandux ikun l-unika soluzzjoni biex ikollna bilanċ bejn il-familja u x-xogħol u saħqet li dan għandu jiġi kkumplimentat minn miżuri oħra bħall-pereżempju teleworkingu ħinijiet flessibli. Żiedet tgħid li dawn huma miżuri oħra li jistgħu jgħinunha nagħmlu l-qabża favur kwalità ta’ aħjar f’pajjiżna.

Waqt din l-attività l-MEP Dalli tkellmet ukoll dwar il-ħidma tagħha fuq il-leġiżlazzjoni li mistennijatnaqqas it-tniġġiż tal-karozzi u saħqet dwar il-ħtieġa ta’ aktar charging points. L-MEP Dalli tkellmet ukoll dwar il-Fond għall-Ażilju u Migrazzjoni, liġi li qed taħdem fuqha bħalissa. Dr Dalli spjegat li l-Fond huwa instrument li se jiffinanzja l-oqsma importanti tal-ażilju u l-migrazzjoni bejn il-perjodu 2021-2027 u għandu l-għan li jikkumplimenta l-ħidma tal-Istati Membri fl-oqsma tal-ażilju, migrazjoni legali u fruntieri esterni kif ukoll fil-ġlieda kontra migrazzjoni rregolari u ritorn.“Għandna bżonn politika li permezz tagħha l-immigrazzjoni tkun immaniġjata kif suppost. Bħala rapportuer ta’ din il-liġi, irrid naċċerta ruħi li l-pajjiżi tal-periferija, inkluż Malta, jkollhom l-għodda neċessarja biex jaħdmu,” kkonkludiet Dalli.

 

Flexible leave for new parents will result in more help for families – MEP Miriam Dalli

 

“We need to start discussing the possibility of introducing the concept of family leave after a child is born, which can be shared by both parents depending on the needs of the family,” said Member of European Parliament Miriam Dalli while addressing an event in Rialto, Bormla.

“In an ever-changing world, family needs are also changing and there are circumstances where the mother either needs or else wants to go back to work before her maternity leave is over. On the other hand, with the current system, the father has only a few days of paternal leave following the birth of his child, before he returns to work,” added Dr Dalli.

Miriam Dalli claimed that there are cases where maternity leave is not utilised and, as a consequence, such benefits are lost. She explained that the concept of family leave means that both parents can share the leave according to the needs of the family.

After all, the parents’ role is equally important in the child’s upbringing and parents should be in a position to share theirleave in the best way possible, said Dalli.

The introduction of family leave, shared between both parents, is a concept that has already been adopted in other EU Member States, with Sweden being the first country to adopt this system. Last year, Austria has introduced a new law strengthening the balance between family and work so much so that parents who equally share their leave are rewarded.

MEP Miriam Dalli said that family leave is not the only solution to achieve a proper work-life balance. Family leave should be complemented with other measures such as teleworking and flexible working hours. She added that these are other measures that can have a positive effect on the quality of life we are living.

During this event MEP Dalli also spoke about her work on the legislation reducingcar pollution andthe need for more charging points. MEP Dalli also spoke about thelaw she has recently started to work on and which  establishesthe Asylum and Migration Fund (AMF). Dr Dalli explained how the AMF is an instrument that will finance asylum and migration for the period 2021-2027 and aims to compliment the work done by Member States in the areas of asylum, legal migration and external borders, and countering irregular migration and returns. “Member States need a policy that properly manages immigration. As rapporteur on this legislation, I will ascertain that states in the EU periphery, including Malta, will have the necessary tools,” concluded Dalli.
