Ftehim ta’ Pariġi: Il-Parlament Ewropew jieħu rwol ewlieni waqt li Trump jirtira mill-ftehim

Miriam Dalli tmexxi koalizzjoni progressiva biex tnaqqas l-emissjonijiet bi 30% sal-2030

 

Il-Parlament Ewropew bgħat messaġġ b’saħħtu favur azzjoni konkreta kontra t-Tibdil fil-Klima hekk kif intlahhaq ftehim dwar legizlazzjoni biex l-emissjonijiet jonqsu fis-setturi tat-trasport, bini u agrikoltura b’terz sal-2030.

Il-koalizzjoni progressiva mmexxija mis-Soċjalisti u Demokratiċi rnexxielha twaqqaf il-forzi konservattivi fil-Parlament Ewropew milli ddgħajjef l-proposta tal-Kummissjoni Ewropea fuq it-tnaqqis tal-emissjonijiet f’dawn is-setturi. Ir-regolament magħruf bħala Effort-Sharing ġab l-appoġġ tal-Parlament b’534 vot favur, 88 kontra u 56 astensjonijiet. Din il-leġislazzjoni se tkun kruċjali għall-implimentazzjoni tal-ftehim ta’ Pariġi (COP21).

Miriam Dalli, bħala l-kelliema tas-Soċjalisti fuq l-Ambjent u r-rapporteur tagħhom fuq din il-leġislazzjoni, ddeskriviet il-vot bħala pass kbir ‘l quddiem li jwassal għal miri aktar fit-tul sal-2050 biex jitnaqqsu l-emissjonijiet.

‘Gruppi li huma favur l-ambjent inghaqdu flimkien biex verament naghmlu differenza. Il-Popolari Ewropej minn naha l-ohra ghamlu minn kollox biex idghajfu dan il-ftehim. Jeħtieġ li nassiguraw li l-gvernijiet Ewropej jonoraw l-impenji li ħadu u jieħdu miżuri konkreti biex inaqqsu l-emissjonijiet. Kull settur jeħtieġ li jikkontribwixxi biex iwaqqaf l-impatti tat-Tibdil fil-Klima, u din il-leġislazzjoni tindirizza propju dan,’ rrimarkat Dr Dalli.

Il-pożizzjoni tas-Soċjalisti u Demokratiċi se twassal għal aktar kontrolli frekwenti biex jaraw li kull Stat Membru qed jimxi ‘l quddiem fit-tnaqqis tal-emissjonijiet.

Il-vot ittieħed wara dibattitu fil-Parlament Ewropew fuq id-deċiżjoni tal-President Amerikan Donald Trump li jirtira mill-ftehim ta’ Pariġi. Miriam Dalli ddeskriviet din id-deċiżjoni bħala daqqa ta’ ħarta lis-sens komun. ‘Dan l-intopp mhux se jnaqqas mid-determinazzjoni tagħna biex naġixxu. Jeħtieġ li mmexxu u nispiraw. Dan huwa ż-żmien għal azzjoni konkreta. Iż-żmien fejn niddeċiedu bħala kontinent wieħed maqgħud fuq liem naħa tal-istorja rridu nkunu,’ enfasizzat Dr Dalli.

Il-Parlament Ewropew kien indirizzat ukoll minn Hilda Heine, President tal-Gżejjer Marshall li regolarment jispiccaw taht l-ilma minħabba żieda fil-livell tal-baħar, u li qed jesperjenzaw spostament kbir ta’ nies li jiċċaqilqu minħabba l-effetti tat-Tibdil fil-Klima.

Paris Agreement: European Parliament takes a leading role as Trump withdraws
Miriam Dalli leads a progressive coalition to curb emissions by 30% by 2030
The European Parliament today sent a strong message in favour of concrete action against Climate Change as it agreed to curb its greenhouse-gas emissions in the transport, building and agriculture sectors by almost a third by 2030.

A progressive coalition led by the Socialists and Democrats managed to stop the conservative forces in the European Parliament from further weakening the proposal of the European Commission to reduce emissions from these specific sectors. The regulation known as Effort Sharing achieved the backing of the European Parliament with 534 votes in favour, 88 against and 56 abstentions. This legislation will be crucial to the implementation of the COP21 agreement, covering 60% of the EU’s greenhouse emissions.

Miriam Dalli, S&D’s spokesperson on Environment and S&D rapporteur on this legislation, described this vote as a major step forward, setting a longer-term objective up to 2050 to reduce emissions.

‘We need to make sure that EU governments take serious measures to reduce emissions and live up to their commitments. Every sector needs to contribute to stop and eventually reverse the impacts of Climate Change and this legislation addresses precisely this,’ Dr Dalli said.

Thanks to  the S&D position there will be more frequent compliance checks to make sure that Member States are actually reducing their emissions and not lagging behind.

This vote was taken following a debate in the plenary of the European Parliament about President Trump’s decision to withdraw from the Paris Agreement. Miriam Dalli described President’s Trump decisions as a blow to common sense. “This setback will not abate our resolve to act. We need to lead, inspire and empower. This is the time for bold action. The time where we decide as one united continetn on which side of history we want to be,” she emphasised.

The European Parliament was addressed by Hilda Heine, President of the Marshall Islands who are regularly swamped due to sea level rise and who are experiencing large displacements of people due to Climate Change effects.
