Għawdex b’potenzjal li jkollu rwol attiv fi proġetti pilota għall-arja aktar nadifa

 

Il-gżira Għawdxija għandha l-potenzjal li tkun gżira ambjentalment nadifa u sservi ta’ proġett pilota sabiex jinstabu soluzzjonijiet għall-enerġija innovativa, smart-grids, mobbiltá elettrika u teknoloġiji oħra li huma ambjentalment innovativi.

Il-Membru Parlamentari Ewropew Dr Miriam Dalli qalet dan waqt li kienet qed tindirizza attivitá fi stabbiliment f’Għawdex bħala parti mill-laqgħat li qed tagħmel madwar Malta u Għawdex.

Dalli qalet kif filwaqt li tagħraf l-isfidi li jista’ jkollha gżira bħal Għawdex minħabba li ma tmissx ma’ artijiet oħra u f’ċertu każi tista’ anke’ tkun iżolata, dan jista’ joffri opportunitajiet kbar. Hija spjegat kif fi gżira bħal Għawdex teknoloġiji ġodda, proċeduri u anke servizzi huma aktar faċli sabiex jiġu installati, ttestjati u implimentati. Dalli qalet li viżjoni bhal din hija fattibbli u saħqet fuq l-importanza li noħolqu inizjattivi għal investimenti f’enerġija nadifa kif ukoll għall-bini ta’ infrastruttura addatata. Barra minn hekk, Dalli spjegat li sabiex insostnu din il-qalba għall-enerġija nadifa, meħtieġa pjanijiet konkreti u dettaljati dwar l-enerġija u l-klima li jservu bħala gwida. Fuq kollox, irid ikun identifikat investiment kemm mis-settur pubbliku kif ukoll mis-settur privat  biex tkun tista’ ssir it-transizzjoni għall-enerġija nadifa.

Dan jorbot mal-ħidma tal-Kummissjoni Ewropea, li ukoll qed tara l-gżejjer bħala pjattaforma għal proġetti polita fil-qalba lejn enerġija aktar nadifa li imbgħad jistgħu jagħtu eżempju fuq livell internazzjonali.

Waqt din l-attivitá, l-ewroparlamentari tkellmet ukoll favur il-miżuri fil-budget 2018 bil-għan li jkompli jiżdied ix-xogħol f’Għawdex. Irreferiet għar-rifużjoni ta’ 30% tal-paga ta’ ħaddiem sa massimu ta’ €6,000, li tingħata lis-settur privat għall kull impjegat li jħaddem f’ Għawdex fuq kuntratt ta’ tlett snin jew iżjed; kif ukoll l-iskema MicroInvest li se żżid l-assitenza għan-negozji bbażati f’Għawdex għall-€70,000.

Mill-2013 sa’ issa diġa kien hemm żieda ta’ 1,500 impjieg full time f’Għawdex u dawn l-inizjattivi, flimkien ma oħrajn imħabbra fil-budget 2018, mistennija li jkompli jibnu fuq dan is-suċċess.

Miriam Dalli iffukat fuq it-traġġiti li jagħmlu l-Għawdxin li jaħdmu jew jistudjaw Malta u l-problema li dawn ġieli jaffaċjaw minħabba insularita doppja. B’rabta ma’ dan, Dalli qalet li l-mina bejn Malta u Għawdex kapaċi ttaffi din il-problema filwaqt li tikkontribwixxi lejn arja aktar nadifa jekk tkun zviluppata bħala infrastruttura għall-ħażna ta’ emmissjonijiet (emmissions capture technology).

Fir-rigward ta’ studenti Għawdxin li jattendu l-Universitá ta’ Malta Dalli qalet kif dawn ukoll qed jaffaċjaw ċertu issues marbuta b’mod partikolari mal-ħlas ta’ kirjiet u faħħret l-inizjattiva tal-Ministru għall-Għawdex Justyne Caruana li jitnieda studju sabiex jinstab post li jservi ta’ hostel ġdida għall-istudenti Għawdxin f’Malta.

Dalli temmet l-attivitá billi saħqet fuq l-importanza li l-Għawdxin jkollhom rwol attiv fuq livell ewropew kemm b’aktar parteċipazzjoni f’networks  ta’ innovazzjoni u negozji kif ukoll billi jipparteċipaw f’aktar programmi ta’ fondi ewropej.

Hemm 15-il programm ta’ fondi ewropej li jinkludu sejħiet varji. Għal dawn il-programmi ta’ fondi jistgħu japplikaw kemm individwi kif ukoll entitajiet privati jew pubbliċi, skont ir-rekwiżiti tas-sejħa. Dawn is-sejħiet huma fost l-oħrajn immirati lejn is-settur agrikolu, l-ambjent u l-enerġija nadifa kif ukoll negozji żgħar u medji. Gozo has the potential to become a clean energy island

 

Gozo has the potential to become an environmentally clean island and to serve as a successful pilot project for innovative energy solutions, smart-grids, electric mobility and other innovative environment friendly technologies.

Member of the European Parliament Dr Miriam Dalli stated this while addressing a public event organized in Gozo as part of a series of meetings organized around Malta and Gozo.

Dalli stated that whilst she acknowledges the challenges that Gozo has to face as an island, especially since like most islands it is also isolated, this can also offer interesting opportunities. She explained how in an island like Gozo, new technologies, procedures and services can be easier to install, test and implement. Dalli emphasized how this vision can become a reality if the right initiatives for investment towards a clean energy transition are created as well as adequate infrastructure built to support the flow of clean energy. “To support this major shift in investment towards clean energy we require integrated national energy and climate plans that will serve as roadmaps, identifying the required public and private investment for a clean energy transition,” Miriam Dalli insisted.

This ties with the European Commission’s vision for islands and island regions to serve as a platform for pilot initiatives on clean energy transition.

During this activity, Dalli also spoke in favour of budgetary measures presented for 2018 with the aim to further increase employment in Gozo. In particular, she referred to a refund of 30% of the remuneration allocated per employee, up to a maximum of €6,000, to be given to an employer who engages an employee on a contract for three years or more, as well as the MicroInvest scheme whereby financial assistance to businesses based in Gozo increased to €70,000.

From 2013 up till now, there was an increase of 1,500 full-time jobs in Gozo and these initiatives, together with others announced in the budget 2018, are expected to enhance this momentum.

Miriam Dalli focused on the commuting of Gozitans who work or study in Malta and the problems they may face due to double insularity. In this regard, Dalli said that the building of a tunnel between Malta and Gozo can diminish this problem whilst contributing towards cleaner air if this is developed with proper emissions capture technology.

About Gozitan students studying at the University of Malta, Dalli mentioned how they face issues particularly when it comes to renting. Dalli welcomed the initiative taken by the Minister for Gozo Justyne Caruana to launch a study to find a place wherein Gozitan students can reside when in Malta.

Dalli concluded by emphasizing on the importance of Gozo having an active role on a European level both by increasing participation in innovation and business networks as well as by tapping into allocated European funds. 

There are 15 funding programmes that include various calls. For these funding programmes, invdividuals as well as public and private entities can apply, depending on the requisites of the call. These calls are, amongst others, aimed at the agricultural sector, the environment and renewable energy as well as small-to-medium-enterprises.
