Jeħtieġ policies aktar b’saħħithom sabiex nindirizzaw il-fastidju fuq il-post tax-xogħol – Miriam Dalli

“Irridu mmorru pass oltre minn liġijiet u infurzar b’saħħtu u jkollna policies effettivi u taħriġ anke fil-post tax-xogħol biex l-impjegati jkollhom biżżejjed għarfien dwar kif jindirizzaw każijiet ta’ fastidju fuq il-post tax-xogħol. Il-Membru Parlamentari Ewropew Miriam Dalli qalet dan waqt li ndirizzat konferenza li ġiet organizzata minnha flimkien mal-General Worker’s Union (GWU) bil-għan li tressaq flimkien policymakers, esperti u ħaddiema sabiex il-GWU tfassal policy fuq kif jista’ jiġi indirizzat il-fastidju fuq il-post tax-xogħol.

Statistika riċenti maħruġa mill-organizazzjonijiet Maltin Men Against Violence u Women Rights Foundation turi kif 90% ta’ dawk li wieġbu l-istħarriġ ma kienux jafu kif se jindirizzaw każijiet ta’ fastidju sesswali li esperjenzaw huma stess jew li raw iseħħu quddiemhom.

B’reazzjoni għal dan, Dr Dalli qalet li t-taħriġ irid ikun indirizzat mhux biss lejn min iħaddem imma lejn l-impjegati kollha. “It-taħriġ flimkien ma’ policies effettivi jsarrfu ukoll biex indaħħlu mentalità u kultura fil-post tax-xogħol li fastidju ta’ kull tip, inkluż dak online, mhux aċċettabli,” qalet Dalli.

Il-fastidju fuq il-post tax-xogħol huwa komuni ħafna tant li 80% ta’ dawk li wieġbu l-istħarrig esperjenzaw jew raw iseħħ quddiemhom fastidju sesswali.

B’mod partikulari fuq fastidju li jseħħ online, Dalli saħqet fuq l-importanza li nistabillixxu linja aktar ċara ta’ x’jikkostitiwixxi cyberharrasment fuq il-post tax-xogħol. Dan jista’ jinkludi l-uzu ta’ emails u mezzi oħra ta’ komunikazzjoni, kemm waqt il-ħin tax-xogħol kif ukoll wara l-ħin tax-xogħol.

Fuq kollox Dalli rrimarkat li l-fastidju, għalkemm aktar prevalenti fuq in-nisa, jgħaddu wkoll minnu l-irġiel.

Dalli saħqet li importanti nindirizzaw din il-kwistjoni anke minħabba l-effetti psikoloġiċi li jkollhom każijiet ta’ fastidju fuq il-ħaddiema tagħna li jħallu effett fuq il-ħajja personali, x-xogħol u anke s-saħħa tal-individwu.

Dalli ħeġġet lil dawk preżenti, b’mod speċjali shop stewards u membri tal-GWU sabiex ikunu l-vuċi ta’ dawk il-vittmi li għaddejin minn esperjenza ta’ fastidju u jħeġġuhom jersqu ‘l quddiem u jirrapurtaw każijiet ta’ fastidju minflok jibqgħu jbatu fis-silenzju.

Preżenti għal din il-konferenza kien hemm ukoll il-Ministru għall-Ugwaljanza Helena Dalli. Il-Ministru Dalli rreferriet għall-istrateġija nazzjonali li tindirizza l-vjolenza abbazi tal-ġeneru imħabbra lejn l-aħħar tas-sena 2017 inkluż ukoll l-abbozz ta’ liġi, fi stadju ta’ kumitat, dwar Vjolenza abbażi tal-Ġeneru li, fost l-ohrajn, se jkunu qegħdin iżidu l-protezzjoni lill-vittma anke f’każijiet ta’ fastidju.

Min-naħa tiegħu s-Segretarju Ġenerali tal-GWU Josef Bugeja saħaq kif il-GWU taħdem b’mod konsistenti sabiex jiġi miġġieled il-fastidju fuq il-post tax-xogħol. Huwa spjega li l-policy mfassla se tkun implimentata f’diversi ftehim kollettiv li tinnegozja it-trejdunjin filwaqt li se jsir taħriġ sabiex jassiguraw li l-policy tkun effettiva.

Stronger anti-harassment policies are needed to address harassment effectively at the workplace – Miriam Dalli

“We need to move beyond legislations and enforcement and implement effective policies and training at the workplace so that workers are sufficiently aware on how to address harassment cases“, Member of the European Parliament Miriam Dalli said while addressing a conference she organised together with the General Workersʾ Union (GWU).

The aim of the conference was to bring together policymakers, experts and workers in discussing harassment at the place of work, with the aim of helping the workers’ union draft a policy on combating and eliminating harassment. This policy would be then enforced via the collective agreements that the GWU negotiates with employers.

A study being conducted by Maltese NGOs Men Against Violence and the Womenʾs Rights Foundation showed that 90% of the respondents did not know how to address cases of sexual harassment which they themselves experienced, or witnessed. They also said more information was needed on how to deal with such cases.

Taking a cue from these statistics, Dalli said that both employers and employees should be trained in how to address such cases for policies against harassment at the place of work to be effective.

“Training, together with effective policies, cultivates a culture and a change in mentality that any type of harassment at the place of work, including cyber harassment, is simply unacceptable,” she said.

According to the NGOsʾ study, 80% of the respondents said they have experienced or witnessed sexual harassment at work, with the absolute majority being women. Dalli argued that men can also find themselves victims of harassment.

Harassment at the place of work can also be online. Dalli said that what constitutes cyber harassment must be established clearly. This may also include the use of e-mails and other communication platforms, both during and after work hours.

The Labour MEP insisted that such issues should not be taken lightly, especially since they could have lasting psychological effects on the victims impacting their personal life, their work and their overall wellbeing.

Dalli encouraged those present – especially shop stewards – to be the voice of harassment victims and to encourage them to come forward and report their case. “No one should suffer in silence,” she added.

Present for the conference was also Equality Minister Helena Dalli. The Minister referred to the strategy launched in 2017 and the draft bill on gender-based violence, which amongst others will offer protection to victims of harassment.

On his part, GWU secretary general Josef Bugeja said the Union was committed in its fight against harassment at the workplace. He explained how after implementing this policy through collective agreements it will offer training to ensure an effective implementation.
