“M´hemm xejn ´pornografiku´ f´materjal li t´abbuż fuq it-tfal” – MEP Dalli

Il-ġlieda kontra l-abbuż tat-tfal online hija ġlieda dinjija u nistgħu biss niksbu differenza effettiva jekk ngħaqdu flimkien ir-riżorsi kollha tagħna. Il-Membru Parlamentari Ewropew Miriam Dalli qalet dan fl-okkażjoni tal-Jum Ewropew għall-Protezzjoni tat-Tfal kontra l-Isfruttament Sesswali u l-Abbuż Sesswali.

Din il-ġimgħa l-kumitat għal-Libertajiet Ċivili fil-Parlament Ewropew ivvota favur rapport dwar l-implimentazzjoni tad-Direttiva tal-Unjoni Ewropea dwar il-ġlieda kontra l-abbuż sesswali u l-isfruttament sesswali tat-tfal. L-għan ewlieni ta’ dan ir-rapport hu li jgħin l-istituzzjonijiet Ewropej jifhmu aħjar il-mod li bih Membri Stati qed idaħħlu fis-seħħ liġijiet Ewropej sabiex ikun miġġieled l-abbuż sesswali. Ir-rapport iħares lejn nuqqasijiet li hemm fl-implimentazzjoni tad-Direttiva maħruġa fl-2011 dwar il-ġlieda kontra l-abbuż sesswali u l-isfruttament sesswali tat-tfal u l-pedopornografija.

Il-MPE Dalli, bħala shadow rapporteur f’isem l-S&D, kemm-il darba saħqet li m’hemm xejn pornografiku dwar materjal t’abbuż sesswali fuq it-tfal.

Waqt il-ħidma ta’ Dr Dalli fuq dan ir-rapport hija ltaqgħet ma’ Facebook, Thorn, Internet Watch Foundation, EURISPA u l-Kummissarju Malti għat-Tfal.

“L-abbuż dejjem jibqa’ abbuż, abbuż sesswali huwa abbuż sesswali u rridu nidentifikawh bħala tali. Li nidentifikaw materjal t’abbuż sesswali fuq it-tfal bħala pornografija tat-tfal huwa insult kbir lil eluf u eluf ta’ vittmi ta’ dan ir-reat orribli,” qalet Dalli.

Fost in-nuqqasijiet identifikati f’dan ir-rapport hemm li ħafna drabi l-internet service providers ma jimxux mal-proċeduri sabiex ineħħu materjal t’abbuż sesswali fuq it-tfal minn fuq l-internet.

Waqt diversi interventi li għamlet, Dalli saħqet kemm-il darba fuq l-importanza li jitneħħa materjal abbużiv sabiex verament ikunu protetti l-vittmi.

“L-imblukkar ta’ dan il-materjal mhux biżżejjed,” qalet l-MPE Dalli. “Jekk verament irridu ngħinu lill-vittmi irridu noħolqu rimedji addattati, li jinvolvu anke proċeduri legali.”

Dalli, bħala kelliema tas-S&D fuq il-ġlieda kontra l-abbuż sesswali u l-isfruttament sesswali tat-tfal, kemm-il darba sejħet għal użu aħjar tar-riżorsi sabiex jiġi miġġieled dan il-fenomenu b’mod effettiv.

“Dan jinkludi li noffru lis-soċjetà l-għodda neċessarja kif ukoll nħallu liċ-ċittadini jirrapportaw dawn il-każijiet ta’ materjal abbużiv b’mod aċċessibbli.

Barra minn hekk, il-MPE Dalli temmen li l-edukazzjoni tat-tfal dwar ir-riskji online huwa mezz importanti ta’ kif jista’ jiġi evitat dan l-abbuż u jkompli jgħin aktar fil-ġlieda kontra l-kriminali li jagħmlu profitt minn fuq it-tfal.

 

“Nothing pornographic about child sexual abuse material” – MEP Dalli

 

The fight against child abuse online is a global fight and only by bringing all resources together can tangible difference be achieved, Labour MEP Miriam Dalli said marking the European Day on the Protection of Children against Sexual Exploitation and Sexual Abuse.

This week, the European Parliament´s committee on civil liberties voted in favour of a report on the implementation of an EU directive combating child sexual exploitation and abuse online.

The report aims to help the EU institutions better understand the manner by which member states are implementing EU rules on combating sexual abuse. It looks at the various deficiencies and gaps in the implementation of the 2011 Directive on Combating the Sexual Abuse and Sexual Exploitation of Children and Child Pornography.

MEP Dalli, as S&D shadow rapporteur on this file, has repeatedly argued that there is nothing pornographic about child sexual abuse material.

Her work on this file saw Dr Dalli meeting with Facebook, Thorn, the Internet Watch Foundation, EURISPA and the Maltese Children’s Commissioner.

“Abuse is abuse, sexual abuse is sexual abuse and we must call it by its name. To continue to insist on calling child sexual abuse material ´child pornography´ is a major insult to the thousands upon thousands of victims of this heinous crime,” Dalli said.

Amongst the gaps identified in the report is that, often, take down procedures are not adhered to by the internet service providers.

During her interventions, Miriam Dalli argued that enforcing a takedown of abusive material is the logical way to go in protecting victims.

“Blocking doesn´t help the victim,” she said. “If we truly want to help victims, we must empower them with the ability of redress, which involves the judicial process.”

Dalli, as the S&D spokesperson on the fight against Child Sexual Exploitation and Abuse online, has repeatedly called for the utilisation of every possible resource to help combat this phenomena.

This includes empowering society with the right tools, allowing citizens to report with ease abusive material to the authorities,” she said.

Moreover, MEP Dalli believes that educating children about the risks online is an important preventive measure in the fight against criminals who target children for their own profit.
