Immigrazzjoni irregolari | Il-Kummissjoni Ewropea għandha toffri soluzzjonijiet konkreti

Waqt laqgħa mal-Kummissarju Ewropew dwar l-Immigrazzjoni l-MEP Laburista Miriam Dalli insistiet dwar soluzzjonijiet konkreti li jistgħu jindirizzaw l-immigrazzjoni fil-Mediterran

“Minħabba l-imxija tal-COVID-19, kull pajjiż qed jieħu miżuri biex jipproteġi l-fruntieri tiegħu. Il-pajjiżi tan-Nofsinhar tal-Ewropa ma jistgħux jimmaniġġjaw il-kriżi waħedhom, aħseb u ara pajjiż b’popolazzjoni densa  bi spazju limitat bħal Malta,” iddikjarat Miriam Dalli.

Dan kien il-messaġġ li wasslet il-kap tad-delegazzjoni tal-Partit Laburista Miriam Dalli, f’laqgħa li kellha it-Tnejn li għadda mal-Kummissarju Ewropew għall-Migrazzjoni Ylva Johansson.

L-MEP Maltija Miriam Dalli insistiet li Malta ma tistax u m’għandhiex titħalla waħedha, speċjalment f’dawn il-mumenti ta’ kriżi.

Miriam Dalli talbet laqgħa mal-Kummissarju Johansson minħabba s-sitwazzjoni tal-immigrazzjoni fil-Mediterran u wara li kelliem tal-Kummissjoni ddikjara li kien f’idejn Malta u l-Italja li jiddeċiedu fejn għandhom jiżbarkaw l-immigranti irregolari traffikati mil-Libja.

Miriam Dalli insistiet li filwaqt li l-Kummissjoni Ewropea tgħid li tista’ tikkoordina r-rilokazzjoni, ir-realtà hija li ftit huma l-immigranti li fil-fatt qed jiġu rilokati fi Stati Membri differenti tal-Unjoni Ewropea.

“Malta ilha tispjega li r-riżorsi u l-ispazju ta’ pajjiżna huma dak li huma. Malta dejjem kienet responsabbli, iżda din ir-responsabiltà ma tistax tinġarr minn Malta jew xi ftit pajjiżi,” insistiet Dalli.

It-Tnejn wara nofsinhar, Johansson u Dalli iddiskutew fit-tul is-sitwazzjoni fir-rotta tal-Mediterran Ċentrali, b’enfasi partikolari fuq is-sitwazzjoni fil-Libja. Il-Kummissarju Johannson qalet li s-sitwazzjoni fil-Libja qiegħda fuq nett tal-aġenda u rreferiet għal numru ta’ diskussjonijiet li saru mal-awtoritajiet Maltin. Waqt li rrikonoxxiet is-sitwazzjoni fil-Libja l-Kummissarju Johansson qalet li l-laqgħa tal-llum tal-Kunsill tal-Affarijiet Barranin ser tiddiskuti s-sitwazzjoni fil-Libja.

Il-Kummissarju Johansson qalet ukoll li l-Kummissjoni Ewropea qed taħdem biex tipprovdi fondi ħalli tindirizza r-rotot migratorji li ġejjin mil-Libja. Johansson żiedet tgħid li l-Patt dwar il-Migrazzjoni l-ġdid jista’ jipprovdi “il-momentum politiku” meħtieġ għal diskussjonijiet politiċi bejn il-pajjiżi Ewropej.

Waqt il-laqgħa, Miriam Dalli talbet għall-intervent tal-Kummissjoni Ewropea biex persuni li mhumiex intitolati għall-protezzjoni jintbgħatu lura. Dan hekk kif il-pajjiż ta’ oriġini ta’ dawn il-persuni jagħmel ir-ritorn diffiċli. Il-Kummissarju Ewropew qalet li l-UE se tagħmel użu sħiħ mill-għodod politiċi disponibbli biex pajjiżi terzi jgħinu ħalli r-ritorn iseħħ malajr u b’mod effiċjenti.

Miriam Dalli talbet ukoll lill-Kummissjoni Ewropea biex tieħu rwol proattiv fil-ġlieda kontra l-kuntrabandisti fil-Libja. Il-Kummissarju Ylva Johansson qalet li f’dan ir-rigward, il-Kummissjoni Ewropea se tkompli taħdem fuq pjan ta’ azzjoni tal-UE dwar il-ġlieda kontra l-kuntrabandu tal-bnedmin.

Irregular migration | European Commission must offer concrete solutions

During a meeting with the European Commissioner for Migration, Labour MEP Miriam Dalli insisted that concrete solutions were needed to help address immigration in the Mediterranean

“Amidst the COVID-19 crisis, each country is taking measures to safeguard their borders. Europe’s southern countries alone cannot manage the crisis, let alone a densely populated country with oversaturated capacities like Malta,” Miriam Dalli has said.

This was the message Labour MEP Miriam Dalli conveyed on Monday in a meeting with the European Commissioner for Migration Ylva Johansson.

Maltese MEP Miriam Dalli insisted that Malta cannot and should not be left alone, especially in this time of crisis.

The Labour MEP requested a meeting with Commissioner Johansson due to the migration situation in the Mediterranean and after a Commission spokesperson declared that it was up to Malta and Italy to decide where irregular migrants trafficked from Libya should disembark.

Miriam Dalli insisted that whilst the European Commission says that it can coordinate relocation, the reality is that very few migrants were actually relocated to different EU Member States.

“Malta has long been explaining that the resources and land space are what they are. Malta always acted responsibly, but this responsibility cannot be shouldered by Malta or a few countries,” Dalli insisted.

On Monday afternoon, the two discussed at length the situation in the Central Mediterranean route and particular emphasis was placed on the situation in Libya. Commissioner Johansson said that the situation in Libya was high on the agenda and referred to a number of discussions held with the Maltese authorities. Acknowledging the dire situation, Commissioner Johansson said that today’s meeting of the Foreign Affairs Council will discuss the situation in Libya.

With Member States expressing unwillingness to relocate irregular migrants, Commissioner Johansson said the Commission was also working on providing funds to address migratory routes from Libya. Commissioner Johansson added that the new Migration Pact could provide the necessary “political momentum” required to bring Member States back to the table.

Miriam Dalli asked for the intervention of the European Commission when it comes to the return of people who are not entitled to protection and whose country of origin makes their return difficult. The European Commissioner said that the EU will make full use of available political tools to obtain the much-needed cooperation from third countries, so that returns occur swiftly and efficiently.

Miriam Dalli also asked the European Commission to take a proactive role in fighting smugglers in Libya. Commissioner Ylva Johansson said that in this regard, the European Commission will continue working on an EU action plan on fighting human smuggling.
